  PNP: What is it? Established in 1998, the Provincial Nominee Programme (PNP) is the second most popular pathway for skilled worker immigration to Canada, behind Express Entry. Nearly all provinces and territories administer the PNP in an effort to grow their local economies and draw in skilled workers from across the globe.
